Former Dallas 911 Director Arrested for Alleged Misuse of License Plate Reader System

PAULDING COUNTY, GA – The Georgia Bureau of Investigation has arrested a former Dallas Police Department 911 director after investigators say she used the department’s license plate reader system for non-law enforcement purposes.

Heidi Taylor, 52, of Dallas, was arrested Wednesday, August 12, and charged with two misdemeanor counts of Misuse of a License Plate Reader System. She was booked into the Paulding County Jail.

The investigation began July 7 after the Dallas Police Department requested the GBI investigate allegations involving misuse of the department’s Flock Safety system.

According to the GBI, preliminary information indicates Taylor accessed the license plate reader system between 2024 and 2025 for purposes unrelated to law enforcement. Taylor was serving as the Dallas Police Department’s 911 director during that time.

The investigation remains active and ongoing. Once completed, the case will be turned over to the Paulding Judicial Circuit District Attorney’s Office for prosecution.
