US Marshals Return Paulding County Man Who Fled to Jamaica to Avoid Child Molestation Charges
(Paulding County, GA) A man wanted out of Paulding County on multiple child molestation charges was deported Friday November 18, 2022 from Kingston, Jamaica, and has been brought back to Georgia.
Charles Manord Rainey (W/M, 71 YOA), had been on the run for 11 years. A warrant issued in December 2011 charged him with aggravated child molestation, child molestation, and sexual battery in Paulding County, Georgia.
On November 15, 2022, security forces from the Government of Jamaica, working with the Jamaica Constabulary Force, took Rainey into custody without incident. During an interview at Barnett Police Station in Montego Bay, Rainey acknowledged his identity and admitted that he had overstayed his visa. The visa he was issued in 2011 was valid for only six months.
The U.S. Marshals Service (USMS) is the primary federal agency responsible for tracking and extraditing fugitives who are apprehended in foreign countries and wanted for prosecution in the United States. The agency has four foreign field offices in the Dominican Republic, Jamaica, Colombia, and Mexico.
With no jurisdiction outside of the United States, the USMS is constantly networking to establish and improve relationships with foreign governments to enhance its ability to apprehend fugitives seeking refuge in foreign countries.
Rainey is being housed in the Paulding County Jail without bond. The Paulding County Sheriff’s Office would like to encourage anyone who may have been victimized by Rainey to contact Detectives at (770) 443-3010 or send a tip via the free Paulding Sheriff mobile app.

Runaway Juvenile in Paulding County

On August 26, 2022 Paulding Deputies took a report over the phone reference a runaway juvenile. Jacen Mussey was reported missing/runaway by her mother after she left their home on Buchanan Highway following a verbal argument.
Jacen Mussey (W/F, 15 YOA) is 5’7” tall, 156 lbs., and has brown waist-length hair along with hazel eyes. She wears glasses and was last seen wearing black sports bra and black sweatpants. Jacen is diagnosed with oppositional defiance disorder, anxiety, and depression, but she is currently off her medication.
Detectives do not have any reason to believe that Jacen is in danger, however they would like the public’s assistance in locating her because her family is concerned with her whereabouts.

Theft Ring Takedown

On December 16, 2021 at approximately 1100 hours, the Dallas Police Department’s Uniform Patrol Division witnessed two suspects in possession of a stolen UHAUL truck in the area of W. Memorial Drive. The two suspects were identified as Delayna Nesmith (W/F, 35yro) of Dallas, GA. and Kenneth Moore (W/M, 29yro) of Villa Rica, GA.
The suspects pulled into a local storage facility and began to off-load the UHAUL. Dallas Police Officers surrounded the suspects and took them into custody without incident. Criminal investigators from the Dallas Police Department initiated an investigation into the reported incident. During the investigation, it was learned that the suspects may have been involved in criminal activity in surrounding jurisdictions.
The Dallas Police Department’s Criminal Investigation Unit and Crime Suppression Unit obtained three search warrants over the course of this on-going investigation. During the execution of these search warrants, reported stolen property was found which linked the suspects to a multitude of recent thefts that occurred in the City of Dallas and surrounding jurisdictions.
Representatives from the Dallas Police Department are currently working with the Paulding County Sheriff’s Office in an attempt to linked the suspects to further alleged thefts.
Delayna Nesmith has been charged with several counts of Theft by Taking and Theft by Conversion. Kenneth Moore has also been charged with several counts of Theft by Taking.
Please keep in mind the about information is preliminary in nature and can change as the investigation progresses and new information comes to light. CID Units from Both DPD and PCSO are seeking the publics assistance with further information about any unreported victims.

Missing Person: Justin Whitaker

Justin Whitaker was reported missing by his family earlier today (12/08/21). He was last seen (by his family) as he was leaving his home (on foot)on Sunday (12/05/21). Whitaker was wearing tan pants and a camouflage shirt when he left. He was last seen in the area of Old McGarity Place which is in between the Yorkville / Union Communities of western Paulding County. Thus far, there are no suspicions of foul play, although his family is concerned for his well-being.

Unsubstantiated School Threats
The Paulding County Sheriff’s Office and the Paulding County School District always strive to communicate with our citizens about issues that impact our schools, especially issues related to student safety. We wanted to make you aware of unsubstantiated threats to student safety that are circulating on social media, particularly on Snapchat. These threats are not specific to Paulding County schools and are circulating nationwide. They include references to “shooting up” schools such as “Central”, “East”, “North”, “South”, and “West”. Of course, as three of Paulding County’s high schools have directional names, some of these messages have been taken to be directed at our schools. We want you to know that is not the case and that these threats are being investigated by federal law enforcement as well as the Georgia Bureau of Investigation.
Our School Resource Officers work with students in our schools daily to ensure a safe learning environment, and our school district works closely with the Paulding County Sheriff’s Office on all matters of safety that affect our schools. Due to the nature of social media, rumors and misinformation can spready very quickly. We encourage our students not to share these posts, but to instead report concerning information to the Vector Alert System, to a teacher, to a school administrator, or to any other adult.
